Harold J. Arthur served as governor of Vermont from January 1950 to December 1951, completing the term left vacant when Ernest W. Gibson received an appointment as a federal judge. Prior to that, Arthur had held a wide variety of offices with emphasis on agriculture, charitable, civic, and fraternal causes at the local, state and national level.
